Excess Flow Valve for Natural Gas System
Dear Customer:
This notification letter is being sent to you because of a ruling by the Department of Transportation. The DOT ruling requires that operators of natural gas systems inform residential customers concerning the availability of Excess Flow Valves (EFV's). Residential Customers to be notified are those with a newly installed or replaced service line, that operates continuously throughout the year at a pressure of at least 10 psig, and which serves a single residence.
EFV's are designed to shut off gas if a service line breaks. Natural gas lines may break because of third party damage, earthquakes, ground subsidence, vandalism or other sources. EFV's will not protect against slow leaks due to corrosion or threaded joints, or leakage beyond the meter loop (inside the house). We neither recommend nor discourage use of excess flow valves by customers served by our system.
Installation of EFV's is not required however customers have the right to have EFV's installed on their natural gas service lines. Expenses for installing a valve is the responsibility of the customer, and must be paid at the time of installation. The cost to install a valve is less on a new service, or a minimum of $350.00 to retrofit an existing service.
The customer is also responsible for the cost of any maintenance or replacement, which may be required at a later time. Maintenance charges will be billed at $50 per hour. Replacement of EFV's will be done at the price in effect for installation at the time the valve is replaced, plus $50 per hour for any additional labor required returning the line to service. These charges must be paid at the time the maintenance or replacement is done.
An excess flow valve meeting the requirements of Sec 192.381 is available to be installed on your natural gas service line, if you request it. Please contact our office to arrange a mutually agreeable date for installation.
