A USDA federal housing property for 62+ and/or disabled individuals. La Harper Heights is 31 unit complex, all units are 1 bedroom 1 bath approximately 600 sq ft.
The property is handicap accessible, has a community center, onsite laundry, off street parking. Rent is based on an individuals income, and Rental Assistance is provided to qualified applicants but might not be available at time of rental. The only utility the tenant is responsible for is electricity.
- Must be 62 yrs of age and/or Disabled.
- Applicants for occupancy in a USDA Rural Development financed apartment will be considered as follows:
- By income range in order of very low, low, moderate and ineligible
- On a first-come, first-served basis established by the filing of a completed application.
- There will be a $22.00 background check for each applicant.
- A copy of a driver’s license or State issued ID for all household members over 18 and a copy of a Social Security card for all household members must be given at the time of application or the application will not be processed.
- La Harper Heights has adopted the following occupancy standards for the property:
- One Bedroom units only
- Minimum Occupancy is 1 person
- Maximum Occupancy is 2 people
- USDA Rural Development regulations will be followed in selecting tenants for occupancy. The following criteria may be used by Management of this project to deny admission to an applicant & to break a lease:
- Failure of applicant to be classified as an eligible tenant by FmHA regulations.
- A history of alcohol abuse or criminal activity including cases in which a member of the family who is expected to reside in the household was, or is, engaged in criminal activity or alcohol abuse.
- Felonies of any type and any timeline will not be accepted. Misdemeanors may be excluded after three (3) years.
- A pattern of violent behavior which included evidence of repeated acts of violence on the part of an individual against his own family or others.
- Abandonment of a previous housing unit without advising the owner so that the unit could be secured and protected from vandalism.
- Initiating threats or behaving in a manner indicating intent to assault others.
- Non-payment or slow payment of financial obligations.
- Intentionally falsifying or withholding information on a pre-rental application including giving false information regarding family income, size or utilization of an alias.
- Record of serious disturbances of neighbors, destruction of property or other disruptive behavior including patterns of behavior which endanger the life, safety, morals or welfare of other persons seeking a sound family and community life. This includes neglect of children, eviction from previous housing of the grounds of creating a nuisance, objectionable conduct, alcoholism, drug usage, frequent loud parties which have resulted in disturbance of the neighbors.
- Unsanitary or hazardous housekeeping including the creation of a fire hazard, severe damage to premises or equipment which causes conditions that create foul odors and or insect infestation that seriously effects neighbors.
- Destruction of property.
Contracted Maintenance Position
Job Description:
The contractor is responsible for all minor repairs and maintenance to the apartment complex.
These duties include but are not limited to:
- Painting, caulking, and patching holes as needed.
- Replacing electrical outlets, switches and light fixtures, and replacing burned out light bulbs for residents.
- Keeping doors, screens, and windows in good operating condition and repair.
- Making minor repairs to floors, walls, ceilings, or appliances.
- Changing or hanging mini-blinds.
- Minor plumbing repairs; including replacement or repair of toilets, faucets, hot water heaters, A/C units, and garbage disposals.
- Keeping the grounds clean from limbs and trash.
- Snow removal of sidewalks.
- Replace parking lot light bulbs.
- Grounds keeping including mowing, trimming, edging, shrub and tree trimming.
- On call for all emergencies – this may include lock-outs; which the resident will be charged a $25.00 fee per their lease. Maintenance will let the manager know of every lock out.
- Complete ‘Vacates’ in a timely fashion.
- Clean gutters twice yearly or more as needed, must document show documentation to management.
- Change out locks on doors when needed.
- Pull and clean A/C or PTAC units yearly or as needed, and assist with cleaning filters.
- Assist with any resident move-outs; such as cleaning the apartments and removing any unclaimed resident materials.
- Will assist the property manager in bi-yearly apartment inspections, this includes the checking of fire alarms, fire extinguishers, and call lights.
- The maintenance personnel will need to read and be aware of the properties “Rules and Regulations” and assist in the implementation of them.
- Property Manager would like a general bi-weekly timesheet submitted to the office, timesheets can be found in the office.
- Dump large outdoor ash trays periodically, located outside of the community center.
